  Observed: many large dogs illegally off-leash around University and Forrest Hill to McClure residential area. Even worse, unleashed dogs are often “managed” by a small child from 8 to 12 years old. Horrid parents and scoff-law dog owners. Police shall be called.

  Observed: Yesterday, that same person was in Barnes & Noble parking lot with a big “Puppies For Sale” sign and a cage of dogs. I told an employee who promptly told them to pack up and leave.

  Observed: Man on a scooter, hiding behind a building in an alley in the West Bluff, apparently trying to avoid police car cruising the neighborhood.
